			<content:encoded><![CDATA[<p>Based on a tip, a Las Vegas newspaper found several construction employees drinking before reporting to work. <span id="more-287"></span></p>
<p>Three of the 10 workers observed by the <em>Review-Journal </em>drinking at area bars before entering a job site have been fired.</p>
<p>Doug Mure, the general contractor&#8217;s vice president of human resources and risk management, said, &#8220;We will terminate all individuals who can be identified.&#8221; Mure says the company has a no-tolerance approach to this type of behavior and is working to identify more workers in photos taken by the newspaper.</p>
<p>Union rules prohibit anyone who has been drinking from entering a work site.</p>
<p>Construction safety is a current hot topic in Las Vegas because of 12 construction-related deaths that have occurred on projects along The Strip in the last 18 months. </p>

<p>Chinese news agency Xinhua reported the new rule without explaining why it was needed at this time.</p>
<p>Under the new rules, air force officers and soldiers may face demerit, demotion or dismissal for drinking alcohol at lunch on working days.</p>
<p>The same penalties apply for anyone in the military branch caught drinking and driving.</p>
<p>Digital breathalyzers are being installed in sentry boxes and posts at parking lots.</p>
<p>A ban on Communist Party officials and civil servants drinking alcohol at lunch on work days last year led to complaints from restaurants that suffered big drops in business. </p>

			<content:encoded><![CDATA[<p>At least you can understand their argument: Liquor makers in a China province want government workers to be allowed to drink alcoholic beverages during their lunch breaks. <span id="more-21"></span></p>
<p>Given the choice, you would probably prefer that your workers not drink alcohol during breaks, right?</p>
<p>In China’s Henan province, liquor makers plan to go to court to fight a law banning government workers from drinking alcohol at lunch during work days.</p>
<p>The ban is just over a year old (so before that they could drink on the job?). More than 100 civil servants were reprimanded for ignoring it, showing, at least, that the province is serious about enforcing the ban.</p>
<p>Restaurants complain their lunchtime business has taken a hit since the ban went into effect.</p>
<p>A lawyer representing the Henan Alcohol Association says people holding public office should be able to drink at lunch as long as it doesn’t affect their work.</p>
<p>As per usual, there are at least two sides to every argument, according to China’s state media.</p>
<p>Some are applauding the ban. One person claims government workers’ efficiency and diligence dropped after they drank together at lunch.</p>
<p>Gee, ya think?</p>
